ACTIVITY, JUSTICE, RESPONSIBILITY

Party order and justice is the political party which is based on the principles of the free individual, open society, human freedom and responsibility, the ideas of open and democratic liberalism.

Party order and justice, being open to all, seeks to represent and unite all the right political forces of the centre, which give priority to a market economy, increase of the officers' responsibility in respect of society, and unconditional defence of human rights.

Party order and justice promotes and underlines the importance of family and its protection, since first of all the traditions, habits and morality norms should be cherished in the family and passed over further on.

Party order and justice, seeking to implement the principles of its activity and trends, basis its participation in the politics on moral provisions, which are inseparable from the general human values.

Party order and justice believes firmly that each person is born free to live in freedom, which is only limited by the responsibility for his own actions. His freedom is ensured by private property, democracy and the priority of the law.

A free and creative personality is the foundation of the democratic state

A membership in the NATO and the European Union is the most important guarantee of statehood, preserving the uniqueness of the state and national dignity

Regional and self-governmental development, transferring not only the functions but also financing

STATE GOVERNANCE

State governance, based on strategic planning.

State governance shall be decentralized, developing the self-government.

The rights of the authorities and civil servants shall not be alienated from responsibility.

Each decision of the authorities of any level shall be adopted only after evaluation of its consequences.

Administration transparency and publicity of legislation and consideration of laws shall become the norm of activity.

All administrative services shall be simple and effective.

PERSONAL SAFETY, HUMAN RIGHTS AND LAW AND ORDER

Human rights, enforced in the international conventions and the Constitution of the Republic of Lithuania, are undeniable.

The most important task of the State is to defend its citizens. Institutions of power of all levels shall serve the people.

Moral and material damage inflicted on a victimized person shall be properly compensated.

The activity limits of the State enforcement institutions and officers shall be clearly regulated, independently of the pressure of the political forces, their impartiality shall be guaranteed.

The universal income and property declaration will reduce corruption.

EDUCATION, STUDIES, CULTURE

Improvement of the system of science and studies is the basis of the well-being of the State.

To afford the opportunity for all to acquire the high-quality education.

Equal opportunities for the State and non-State educational institutions, the main principle of financing of the educational institutions "money follows a student", the effective system of financing of studies.

The basis of cultural policy is the formation of the modern and creative individual, stimulation of his need to actively participate in the cultural life.

Conditions shall be created for perceiving and preserving cultural values, the bitter experience of past and present generations.

To create the legal prerequisites and economic system, which would stimulate each individual's abilities, sponsorship of culture and sports and other support, and would create conditions for implementation of national culture.

Culture of national minorities and communities is an inseparable part of the national culture.

ECONOMY

The most important obligation in the economy is to create conditions for free market functioning. The State should equally evaluate each legal business, not applying either restricting or stimulating measures.

International economic relations are oriented to the more accessible and perspective trends in science and production of Lithuania.

The decisive factors of Lithuania's economic growth are political and macroeconomic stability, technological progress based on higher and information technologies, investments to the individual, and internal and foreign investments.

Creation of knowledge society shall be promoted and accelerated. Only the information-based economy shall guarantee the competitiveness and dynamic development of national economy.

FINANCE

To create favourable legal and economic conditions for the development of the capital market, with the integration into the European Union common market.

The tax policy shall be simple and understandable to each payer.

The State institutions shall have trust in taxpayers, not to frighten them with "brutal actions".

The creation of new products and financial services, liberalization of the activity of market players and promotion of their competitiveness are important works which must be performed.

The long-term crediting of dwelling acquisition is the basis of family protection and demographic crisis stoppage.

Taxes shall be reduced.

REGIONAL POLICY

Lithuania is not only Vilnius.

The regional priority is the strength of Lithuania.

Lithuania was and will be the country of regional ethnic lands of Aukštaitija, Žemaitija, Suvalkija and Dainava.

The State shall create the most favourable conditions for investments to the regional economy and itself shall invest in it.

EMPLOYMENT AND SOCIAL POLICY

Our priority is the creation of jobs.

The basis of the welfare and social security of Lithuania's people is the principle of equal opportunities, accessible to all and the well-paid job.

The State support shall be provided only to the people who cannot take care of themselves.

Social support shall be provided not by privileges and compensations, but by direct payments.

We shall devote special attention to ensuring the rights of the disabled people and integrating them to the society.

Pensions shall be increased in proportion to the increase of the average wages.

HEALTH CARE

The State task is to make the health care system safe, effective and accessible to all.

"Money follows the individual" is the main principle of compulsory health insurance, which creates the same health care accessibility conditions for all consumers of services.

Health care shall be impartially controlled by the State and society.

The service recipients shall have the right to freely choose the physician, the medical establishment and the type of insurance.

Special attention shall be given to the prevention of health care measures.

The State shall organize the full-valued primary health care and ensure the timely provided secondary health care of quality.

Any reform shall not be valuable, if it will not be devoted to improve the human and society's health.

The conditions of competition of private and State health care institutions shall be equal and mutually coordinated.

INFORMATION SOCIETY

Information is one of the most important business resources.

Implementation of information technologies ensures the development of the democratic society.

The universal accessibility of Internet, development of electronic commerce, laws, defending the information security and privacy of the country's population, are of priority importance.

ENVIRONMENTAL PROTECTION AND URBAN ACTIVITIES

The key principle of environmental protection is protect and put in order, but not prohibit and protect. It is easier, cheaper and safer to protect the environment than to remedy the consequences.

Architecture and the balanced development as well as renovation intended for creating the sound and stable environment, suitable for life, work and recreation.

Modern and safe environment is one of the cornerstones of Lithuania's future.

RURAL POLICY

Village shall be safe, sound and well-to-do.

Rural development shall be balanced and cover all economic and social areas.

The general rural policy shall be related to the development of the European Union and support of farmers.

Land should not become the object of speculation. The State should focus special attention to the consolidation of land plots in the property of farmers and agricultural companies.

To promote the alternative businesses and agricultural product manufacture not only for food products, but also as the raw material for industry, and to create new jobs in the countryside.

Village is the biggest spiritual wealth of Lithuania.

SMALL AND MEDIUM BUSINESS

The task of the State is to create such conditions that people would work willingly and well.

The favorable legal, institutional and tax environment shall stimulate the development of small and medium business.

Information, consulting and other institutions providing services shall serve the people starting business.

In secondary schools the fundamentals of knowledge in economics and management shall be provided.

The State shall become the guarantee of financial credit for each citizen of the Republic of Lithuania, intending to start business.

Small and medium business success is the future of Lithuania's economy.

ENERGY

Energy is a strategic branch of industry, predetermining to a greater part the economy of the country, the level of subsistence and independence.

With the integration into the European Union structures, we must employ as much effectively as possible the existing Ignalina NPP resources and to remain the country producing and exporting the safe nuclear energy.

The energy system should be necessarily restructured according to the European Union directive requirements.

The Lithuanian energy system must be integrated into the Baltic and European energy networks.

Lithuania shall become the important link of energy supply and transit.

Special attention shall be devoted to the energy saving and the use of renewable and local energy resources.

In the energy system, the market relations shall be implemented which would satisfy the needs of small-scale consumers.

TRANSPORT

The State task is to create the status of the transit country, connecting the most important transport arteries into the system of the international European roads.

The programmes for building roundabouts and asphalting gravel roads, modernization of the customs system, improvement of the system of combined transportations by transport of various types, creation of logistic centres, and stimulation of the development of the market for transport services are priority works.

The maximum use of the geopolitical situation of the country will create conditions for close cooperation with the Western and Eastern countries.

FOREIGN POLICY

The priorities of foreign policy are integration to the European Union and the NATO, ensuring the sustainability and uniqueness of the self-consciousness of the Lithuanian nation.

Foreign policy shall be primarily grounded on the national and economic interests, decisions that strengthen the country, raising its authority at an international level.

The State policy is the friendly and economically grounded relations with all the states without any preliminary provisions.

The interests and rights of Lithuanian citizens abroad shall be defended unconditionally.

In the presence of globalization we shall not lose the national self-consciousness.
