THE PROGRAMME OF THE PARTY ORDER AND JUSTICE FOR THE 2008 ELECTIONS TO THE SEIMAS OF THE REPUBLIC OF LITHUANIA

FOR ORDER AND JUSTICE!

 

The Programme of the Party Order and Justice for the 2008 Elections to the Seimas of the Republic of Lithuania is based on the following values:

NATIONALITY

Language, habits, traditions. This is the source of life of the State of Lithuania. Here Lithuanianism and human blood-inscribed history have been cherished for centuries. In the vortex of world globalization we must retain our own identity.

PATRIOTISM

Lithuania is our Homeland, our home. Here our forefathers founded the state. Our forefathers and we defended it; therefore Lithuania is and will be not just the word. This is the spirit of our nation.

JUSTICE

The feeling of justice is characteristic and important for a human being by nature. Each person wishes to be treated with justice. And each person must behave with another person only with justice. This is the feature of the society governed not by instincts but by intellect.

CIVIC DUTY

Each should be concerned whether the members of society communicate in the proper manner.

MORAL REBIRTH

The nation that put forward the service for material values as the main goal of its activity is doomed to downfall or wandering in the desert for centuries. It is the human spirituality that will eliminate the darkness and will show the road to the welfare.

These values are the source of the State might and the most important condition for strengthening of all areas of politics, economy and culture.

Basing on the history of our state, we shall create the prosperous society believing in its future. In the national achievements the personal expression of each individual will be reflected.

Investments to new technologies, the development of infrastructure, increase of economic competitiveness - these are the rudiments of the strengthening of the State, of enrichment of its people, and Lithuania's alignment to the most progressive countries of the world. We shall cherish and grow them.

THE PARTY SPOKE FOR AND WILL FURTHER SPEAK FOR:

•·        Respect for rights and freedoms, enforced in the Constitution of the Republic of Lithuania and international conventions.

•·        Obligations to protect human dignity, to defend human rights and freedoms, democracy and justice.

•·        Aims to stimulate the initiative of people, their belief that the State must ensure the conditions which would form the possibility to create with one's own work the materially and spiritually rich life.

•·        Resolution to protect and cherish the national identity, dissemination of its material and spiritual powers, openness and respect for other nations and cultures, support to national minorities.

•·        Respect for family, morality, social solidarity, humanism, and Christian values.

WHAT LITHUANIA IS TODAY?

Within 17 years, such State governance and legal system was formed that allowed the rapid privatization to be carried out. However, simultaneously the human rights were violated, monopolies were formed and they distorted market relations, corruption and non-punishability gained a foothold. The State and private sectors were still more under the influence of interest groups aiming to achieve self-seeking objectives.

Such State governance and legal system do not comply with the present-day requirements, restrict the rights and freedoms of citizens, do not allow them to participate on the market and to compete in business on equal grounds.

It is disturbing that thousands of people today did not have opportunities even to satisfy the most important everyday needs. It is troublesome because of the country where thousands of people live from miserable income.

Is it just that one-third of the nation are ill-housed, ill-clad and ill-nourished, not able to achieve education, not receiving necessary recreation, with no possibility to improve their own or children's fate?

Is it fair that part of the nation is scattered throughout alien countries, another part is head over heels in alcohol, that people commit suicide or kill each other? Isn't it a challenge to us?!

No independent foreign politics exist, the State implements obediently the wishes of the powerful world forces, corruption and oligarchic governance flourish in the country, the State is rather judicial than law-abiding, in custody of KGB reservists. Isn't it a challenge?

It is obvious that all of us need changes. The State of Lithuania should represent the people. It is not only obligatory to change the present situation, but it is also possible. For this, political will, personal responsibility, trust and support of people are needed for essential reforms.

WHAT LITHUANIA DO WE SEE AFTER 10 YEARS?

This is the State where misery and poverty will disappear, where the level of unemployment will be low, and labour will be appreciated adequately.

In that State the middle class will be strong.

Here the words PATRIOTISM and NATIONALITY will be of importance.

For all people the common norms of morality will be the everyday phenomenon rather than a historical concept.

In this State one more value will become manifest - the civic consciousness of society, its activity, ambitions of each of us to create the strong welfare Lithuania and responsibility for it.

WHAT WAY AND IN WHAT MANNER SHALL WE ACHIEVE IT?

The Party seeks to win the 2008 elections to the Seimas of the Republic of Lithuania and to implement the following most important objectives:

- to return to the Nation the power of the supreme authority - of the sovereign;

- to create the material and spiritual preconditions for the well-being of the Individual, the Nation and the State.

We shall seek to achieve the most important goals by initiating and implementing the systematic reforms: the Constitutional reform, the State governance reform and the legal system reform.

The necessity of such reforms is grounded on:

- a new position of Lithuania as a member of the European Union and NATO;

- a new concept of Lithuanian internal and external politics;

- a new long-term strategy of the State of Lithuania and society;

- a new approach to economic and social problems - the uneven development of the regions, unemployment, and property differentiation, the State debts, emigration, brain drain, unsafe life - and a resolution to resolve them by ways and methods, offered by science and life experience.

These reforms will allow the civic society and a better quality of life for people to be created.

The necessity for renewal and changes is inseparable from the implementation of justice and order in all the spheres of life and activity of the State and citizens.

Renewal requires real changes in the life of the State and citizens. Among them - also the revised Constitution - the legal basis of life and activity of the State and citizens, reflecting the essential changes in life and new challenges of life.

THE STATE

To-date Lithuania needs the State governance reform, the legal basis of which is

the revised Constitution of the Republic of Lithuania.

The urgent issues of life and politics have proved that the Constitution of the Republic of Lithuania, adopted in 1991, still more lags behind the development of Lithuania's statehood. A referendum on a new Constitution and essential changes in the State activities enforced therein is necessary.

In revising the Constitution, we will propose to the citizens to self-determine what Lithuania should be: the presidential or parliamentary state.

The State governance should be grounded on a long-term strategy, obligating all State institutions. Documents specifying the development of the State - long-term plans, national covenants, memorandums - must be executed and be binding, not just the documents fixing the Party ambitions and promises.

To explicitly define the limits of competence and responsibility of each State institution, to reform the State administration - to reduce the governance apparatus, to increase its effectiveness.

To put to order public administration so that the principles of "good governance" should be implemented: governance shall be based on the superiority of law, aiming for general agreement, efficiency and effectiveness, transparency and responsibility.

To reduce rationally the number of decision-taking steps and to strictly define the personal responsibility of civil servants, including the supreme leaders - President, Seimas and Government, ministers, as well as mayors and officers.

To obligate the State institutions in their action strategies to clearly formulate criteria, under guidance of which the constitutional provision - the State institutions serve the people - would be implemented.

To introduce the transparent wage system, covering all the State positions and defined with clear criteria, where the difference between highest and lowest wages should not exceed seven times.

To change the system of elections to the Seimas and municipal councils, rejecting the Party lists, but reserving the right for political parties and public organizations to nominate and support individual candidates to the Seimas and municipal councils.

We will propose to reduce by half the number of the Seimas members and to adopt the law on recalling a member of the Seimas.

To pass the laws by their approval with at least half of all elected members of the Seimas and upon evaluation of all possible consequences to the citizens, the public and the State, resulting from adoption of the laws.

To strictly separate the legislative authorities from the executive powers. The members of the Government cannot be the members of the Seimas.

The mayors, elders, judges and prosecutors as well as chiefs of the city and regional police shall be elected by the local population itself.

We believe that the nation shall support in a referendum our proposed provision to cancel all preferences and privileges for the Members of the Seimas.

We propose to abolish counties as a separate territorial unit.

PRESIDENT

The Party speaks for the active role of the President in the life of the country. The President - the Head of the State - shall be equally responsible for the internal and external position of the country, its home and foreign policy.

The citizens, while voting for the President, at the same time vote for his PROGRAMME, encompassing home and foreign affairs of the State within the competence of the President. Therefore the Presidential Programme, covering his obligations to the Nation and the State, should be enforced in the Constitution and be exercised.

It is necessary to revise and to supplement the Presidential functions as foreseen in the Constitution, to increase his responsibility for the effective activity of the Seimas and the Government serving the interests of the Nation, the constructive interaction of those three links of power, the surveillance of the activity of the Parliament and of the Government.

The President shall:

•·        regularly take counsel with the representatives of the Nation in the Seimas, with the Government, heads of ministries and other State authorities, with the Lithuanian political parties, political and public organizations as well as professional associations on the most significant issues concerning the life of the country;

•·        submit to the Seimas draft laws necessary for Lithuania;

•·        seek that the programme of national pride, foreseeing necessary social, cultural and civil changes, should be implemented steadily;

•·        to demand from the officers, appointed by the President, their personal responsibility for the fulfilment of undertaken obligations.

The Presidential right of directly appealing to the Constitutional Court in the event of doubts before signing the legal acts adopted by the Seimas as regards their conformity with the Constitution should be enforced in the Constitution.

SOCIETY

It is necessary to safeguard and defend the rights and freedoms of each citizen. The rights and freedoms of individuals are the basis of present-day democracy.

The eradication of poverty and injustice is the essential sign of democracy and the most important duty of the State.

We shall encourage the responsibility of citizens for the dignity of the individual, family, the Nation and the State and will strive for:

•·        cooperation and solidarity of the social groups of society;

•·        real assurance of equal opportunities on the labour market, independently of the nation, sex, age, property status, and religion convictions;

•·        active participation of the disabled on the labour market.

We shall promote the equality and tolerance between males and females.

We shall disseminate a humanistic approach to the political activities, obligating the citizens to be more responsible for themselves and the State.

We shall strive for elimination from the consciousness of the people the concept of politics as the dirty activity. Policy creating the State and serving the individual and the Nation must be transparent and the corrupted persons should not participate in the State policy.

We shall focus special attention on reducing the gap between the authorities and the citizens, social exclusion of people, that society should not be split into normal and asocial families.

We shall be concerned that the protection of children's rights, support to young and impoverished families, single mothers would be real, based on the concrete programmes, and their implementation control would become the everyday work of the State services.

We shall encourage the influential representatives of science and culture, the Church and religious communities to oppose the spirit of despair, violence and aggressiveness in the society, not to reconcile with the spiritual decline of the public.

We shall aim at creating the objective public television and radio channels, impartial to all political parties and the statehood of Lithuania.

We shall seek for transparency of the mass media property relations and interrelations, the priority of the principles of the creative freedom of journalists against the dictatorship of mass media owners, enforcement of inevitable responsibility for dissemination of biased, not verified information and deliberate disinformation and slander.

We shall be concerned that each citizen of the State could use Internet for free.

We shall seek for the mass media together with education, science and culture to help fostering a sound attitude to the life of the individual, his destination and responsibility in the society.

We shall stimulate the national self-consciousness of Lithuanian people, cherish respect and support to national minorities, and encourage openness for other cultures.

SELF-GOVERNMENT

The development of self-government is the essential condition for the creation of the democratic and responsible society. The citizens should themselves resolve the matters of their community.

The Lithuanian regions - territories should become the key centres for the development of national economy, preservation and promotion of education and traditional culture, actively participating in the European Union regional programmes.

It is necessary:

•·        to decentralize the management of the State and to implement other managerial principles for transfer of the powers of the government;

•·        to legalize the regions (territories) of Lithuania - Žemaitija (Samogitia), Aukštaitija, Dzūkija and Suvalkija - as the main foci of Lithuania's economy, education and culture;

•·        with account taken of the specificities of the regions, prospects of their development and new opportunities in the European Union to prepare and implement steadfastly economic, social, cultural developmental and investment programmes in the regions and municipalities, stimulating economic and cultural development in the regions and reducing the gap in the development of the regions: for that purpose in the economically weaker and socially more vulnerable regions to implement promotion programmes for small and medium-sized business development;

•·        to adjust the principles for formation of the State and municipal budgets so that the municipal budget and possible State aid would depend directly on the economic activity conditions of municipalities and its efficiency, ensuring of employment of people, and unemployment reduction indicators;

•·        to seek that the draft State and municipal budgets should be broadly discussed in the public prior to their consideration in the Seimas and municipalities;

•·        to strictly follow the principles ensuring the income distribution between the State and municipal budgets, their administration, financing of the functions attributed to municipalities and their fulfilment;

•·        to prepare amendments to the Constitution and other laws thereby enforcing the direct election of mayors and elders and rejecting the Party lists in the election to the municipal councils.

JUSTICE AND LAW ENFORCEMENT

The duty of the State is to protect and defend the dignity of man, his rights and freedoms, the life, health and property of citizens, the right of a human being to material and spiritual all-valued and safe life.

The State and its citizens must be protected from injustice, corruption and self-will of the authorities and officers.

The safety of the population must be one of the main principal objectives of law enforcement and the criteria of evaluation of the activity of law enforcement institutions.

We shall seek that

•·        the right of citizens should be enforced in the Constitution that after collecting 100,000 signatures a referendum can be initiated on the issues important for the public as well as the right of citizens to apply directly to the Constitutional Court;

•·        law enforcement should be protected from the double standards, corruption and the prevalence of the political and party decisions against the law;

•·        no place will be in the law enforcement for officers, corrupted or subject to the political pressure, that legal acts, regulating the interpretations of the laws, would not be adopted;

•·        the public could elect judges of all levels;

•·        that in Lithuania the jury trials would be established;

•·        the protection of human dignity, human rights, including property rights, and the fundamental freedoms would be ensured;

•·        in evaluating the activity of the law enforcement institutions one of the main criteria for evaluation would be the condition of human security;

•·        the Minister of the Interior and the Commissar General of the Police once a year would submit to the Seimas and the public a report on the condition of the population safety and the measures foreseen for ensuring the safety;

•·        no political proceedings would be instituted in Lithuania, directed against the political opponents and depriving the citizens of the constitutional right to criticise the State officers or violating the civil freedom of convictions, opinions and speech;

•·        the procedure of appeal for impeachment against the supreme State officers should be foreseen;

•·        combating the crime not only the measures of forced enforcement should be applied but also the social control system to help the state and public organizations or the population to create the safe environment would be created;

•·        a crime victim would be given the all-round help and support on the part of the State, law enforcement institutions and the public;

•·        an effective and concrete programme on the fight against corruption and corruption prevention - declaration of income and losses, declaration of information on the accounts available in foreign banks - would be prepared and implemented immediately;

•·        seeking that Lithuania would be listed among the five least corrupted countries the public administration and the legal system would be reformed;

•·        the effective smuggling prevention programme would be created and constantly exercised;

•·        the development of drug addiction would be prevented and the narcomafia would be combated effectively, control of funds allocated for drug addiction prevention and the fight against drug addiction would be made stricter, their use should be analysed;

•·        the law enforcement institutions would adjust their actions at a national and international level in their fight against drug addiction and narcomafia.

We shall seek for:

•·        stricter penalties for grave crimes (armed robberies, drug distribution), even applying life imprisonment;

•·        reviewing of doubtful transactions of State property privatization and of land property restitution;

•·        creation of the effective National Programme for the Fight against Crime, covering the prevention of juvenile crime as one of the most important parts as well as of the programme preventing the trafficking in people;

•·        creation of the effective programme for integration of citizens, former prisoners, into society, foreseeing the opportunity of getting jobs, studying, and starting business;

•·        cancelling the prescription period for the serious damage caused to the state, its economic interests.

We shall be concerned that law enforcement institutions would strictly observe and control the fulfilment of the State orders, privatization competitions and transactions.

ECONOMY AND ENERGY

The decisions, predetermining the development of Lithuanian economy, economic situation and future, should be effective, independently of the fact on what market concept and ideology, liberal or more socially oriented, they are based on.

The nuclear power plant, electricity bridges to the West, gas depositories - these are resources of independence. Their transparent creation and use will be a priority task of our activity.

We shall promote the alternative energy generation and production projects. The State will support innovations and technologies reducing the emission of carbon monoxide (CO) into the atmosphere, and the use of local energy resources.

We shall prepare and implement the State programme for renovation of multifamily houses.

We shall look through the methods for fixing of prices for electricity and heat, and we shall evaluate their correctness.

The most important transport infrastructure projects in Lithuania are the highway "Via Baltica" and railway main line "Rail Baltica". We shall seek that those principal transport arteries would be on a par with the European Union roads. Lithuania will be a transit country, the most important arteries of which will be connected with the international European road system.

We shall seek for

•·        the public agreement, foreseeing the long-term programme of economic development, the broader attraction of civilly active entrepreneurs and scientists, politicians, representatives of culture and trade unions;

•·        the simplification of the tax system, its regulation by explicit principles, coordinated in advance among the business community, employers and trade unions, stimulating the employment, business growth and honest payment of taxes;

•·        reviewing of the tax system, searching for the opportunities to reduce the tax burden for each citizen and business;

•·        only after the society considers and creates the conditions for business to be prepared for changes, to pass the business regulating laws;

•·        increasing the part of the GDP redistributed through the national budget so that no less than the half of income of the budget would be allocated for social needs, education, culture, science, and safety of the people;

•·        preparation of the science and business, science and production integration programme, the all-round use of the Lithuanian scientific potential, increasing the competitiveness of Lithuanian business on the European and world market;

•·        stimulation and still stronger application in the production of modern information technologies, biotechnologies, other progressive technologies, creating the highest added value.

We shall devote special attention to the creation of the favourable legal and political environment and infrastructure for the development of small and medium sized business.

We shall be especially concerned that Lithuania would remain the country with safe nuclear energy: we shall seek that prior to the end of the nuclear power plant the second block of the Ignalina NPP would be in operation.

We shall seek that

•·        other operating power plants would be modernized and electric connections with the Western states and other European Union funds supported infrastructural projects would be finally implemented;

•·        gas transit through the territory of the country would be stimulated;

•·        the number of agents in the field of energy raw materials import would be rationally reduced.

AGRICULTURE

The Lithuanian agriculture is a strategic interest of the country and is inseparable from the vital and production needs of the country, its uniqueness, ethnic, national cultural and self consciousness needs.

We shall develop the market-oriented and competitive agriculture; we shall seek for the even rural economic and social development, complying with the specificities of the regions.

We shall create the favourable conditions for cooperation of agricultural entities, its efficient and profitable activities.

We shall improve and develop the rural production infrastructure, especially rural roads, the network of other necessary services in the countryside.

We shall seek that

•·        the opposite between agricultural production manufacturers, processors and purchasers would be reduced;

•·        independently of the size of the farm the equal procurement prices for agricultural products would be guaranteed for farmers.

Special attention should be devoted to

•·        the strengthening of the Lithuanian rural community;

•·        the economic support to younger farmers, care of their professional advancement;

•·        the creation of equal economic conditions for Lithuanian farmers with the farmers from the European Union countries, the resistance to the discrimination of Lithuanian farmers;

•·        that the State institutions and officers would help the rural people accept the challenges of the new economic and social environment;

•·        the fact that the European Union aid funds for Lithuanian farmers would not become the booty of amoral officers;

•·        the cases of land plunder would be clarified to the end and the process of restitution of land property would be completed in a transparent manner.

We shall encourage the Government

•·        to be concerned with the establishment of small industrial enterprises and the units of bigger undertakings in the countryside;

•·        to stimulate the economic and industrial interaction;

•·        to use effectively the measures for protection of the internal market, not prohibited by the European Union law, agreements with the World Trade Organization;

•·        to create the efficient agricultural information system, to support the science of agriculture, training and consulting.

We shall seek for bigger investments in the agriculture and countryside.

We shall promote ecological agriculture, the production and use of Lithuanian qualitative agricultural products; we shall support the export of agricultural products, forestry business, pond fish rearing, rural tourism, crafts and other branches of agriculture.

We shall strive that

•·        Lithuanian countryside would be reborn, would preserve its culture, ethnic specificity, health, cultural and educational foci.

  • LABOUR AND SOCIAL SECURITY

The State duty is to be concerned that the sufficient level of employment would be ensured in the country.

We shall take measures that

•·        a gap between 10 percent of the most wealthy and 10 percent of the most impoverished citizens would be reduced;

•·        the opportunity for each citizen to earn a living for himself and his family by freely selected job would be ensured.

We shall strive that

•·        the income tax of the residents would be reduced by 5-10 percent for people, receiving low and average income;

•·        taking into consideration the demographic situation the working-capacity age would not be limited for the employees;

•·        the State by applying the income tax relief would support young families - would apply a zero income tax rate to the parents, bringing up three and more children under the age of 18;

•·        people who lost their jobs at the age of 5 and less years before the pension and having the sufficient labour record would be paid the overall pension;

•·        pensions would correspond to the real level of subsistence: minimum old-age pension would be not less than minimum wages;

•·        social dialogue and partnership between employees and employers would be promoted;

•·        labour relations would be grounded on contractual basis, seeking the balance of interests between the employees and employers;

•·        social partnership of the employees' and employers' organizations would be strengthened and representation capacities would be improved;

•·        more favourable opportunities would be created for the working people to defend their interests, the law on strikes would be approximated to the analogous standards of the European Union legislation;

•·        a concrete programme, encouraging the emigrated young people to come back to Lithuania, would be prepared;

•·        We shall devote special attention that the reform of social security measures for the disabled would be implemented, the rights of the disabled, the possibilities for their employment and integration into society would be ensured.

  • HEALTH CARE

Safe, effective and accessible to all health care is the sign of the sound State.

We shall seek that

•·        in the field of health care, the legal and institutional preconditions would be created for the protection of human rights and dignity;

•·        health care would be qualitative and accessible in the entire country;

•·        regional health care networks, providing the necessary services, would be strengthened;

•·        voluntary health insurance would be introduced;

•·        salary of health care employees would correspond to their qualification and their significance for the society.

We shall strengthen self-government obligations and responsibility for the provision of medical service to the people from the budget of the Compulsory Health Insurance Fund and other funds received according to the number of the people living in the territory.

We shall be especially concerned that

•·        funds allocated for health care would be used in the transparent, public and effective manner;

•·        corruption would be prevented by preparing public procurements, by announcing tenders for acquisition of medical equipment and means, as well as in the sector of services and medicines.

EDUCATION, SCIENCE AND CULTURE

Concern for education, science and studies quality is the guarantee of national economy and its competitiveness on the European and world markets.

The creation of knowledge-based society and knowledge-based economy is the supreme priority of the State and the Nation, without which the progress, the full-valued integration of Lithuania into the European Union political and economic structures and the European cultural space is impossible.

A free man is the creating man. Traditional and modern culture is the spirit of the Nation, guaranteeing the vitality of the Nation and its survival.

We shall aim that

•·        the universal secondary education would be financed fully by the State;

•·        the diversity of schools would be preserved and developed, educational and cultural foci would be strengthened in the regions, townships and villages;

•·        school would become not only the centre of teaching but also of patriotic and moral education of youth;

•·        cultural establishments in the regions would be supported and developed;

•·        free higher education would be implemented in Lithuania;

•·        organizational and material preconditions for permanent qualification improvement of scholars, lecturers and teachers would be created, the international exchange of scholars, lecturers and teachers would be intensified;

•·        Lithuania would become the full-valued part of the European Union studies and science space;

•·        the effective programme permitting to preserve young specialists would be created, the brain drain would be stopped and young scientists would be stimulated to come back to Lithuania.

We shall devote special attention that

•·        the National Agreement would be prepared and adopted, in compliance with the strategic provisions of the European Union science and studies until the year 2010 and obligating to annually increase the funds allocated for the development of university studies and science, that assignments for studies and science in the year 2010 would reach no less one percent of the Gross Domestic Product (GDP);

•·        the European Union and national expenses for the education of human resources would constantly increase, and in the national allocation of the European Union structural funds they would make no less than 40 percent;

•·        salaries of doctoral students, scientists and teachers would constantly increase and in the year 2010 they would reach the average salary of the employees of the corresponding professions and qualifications in the European Union countries;

•·        teacher's salary would be not less than the salary of the member of the Seimas, and each teacher would have the opportunity to retire after the twenty-five years of work at school.

We shall strive that

•·        science and studies would comply with not only the needs of the individual but also with the needs of the country, its economy, culture, and the State future.

We shall take special care that education, science and culture would become the inseparable spiritual need of each citizen, his and the whole society's moral guideline and foundation.

We shall aim that

•·        the required attention of the State would be accorded to the development of both the professional and amateur creation;

•·        professional art would be accessible to all the people of Lithuania and would not be substituted by the low-value consumer culture;

•·        not only the major centres of the country but also all the regions of Lithuania would preserve and develop the activity of cultural establishments;

•·        the programme for dissemination of Lithuanian culture abroad would be prepared and implemented;

•·        the multinational cultural heritage of Lithuania would be protected and accessible to the society; the culture of national minorities inhabiting Lithuania would be supported and cherished.

The Lithuanian nation must come back to the creation of its own State, and the State should help the Nation to become educated and perfected.

Culture - the education of man and civil society - should be based on the uniformity of education, science, philosophy, and religion. We shall concentrate all the forces of the bright people for the strengthening of the fundamentals of world knowledge of the State and the Nation.

NATIONAL SECURITY

National security shall be based on the close cooperation with the European Union, United Nations, NATO and other international organizations.

The essential precondition for national security is the State political and economic stability, the material and spiritual well-being of the State, social and health care, the effective combat of all law enforcement institutions and special services against corruption.

Security of the population and their residential environment is an integral part of national security and the main concern of the appropriate services.

We shall seek that

•·        Lithuanian military men would actively participate in the international peace and safety missions, would develop the partnership with the countries, seeking to draw closer to the European Union and NATO;

•·        international missions where the Lithuanian military men are participating would strictly comply with the international law, the United Nations resolutions and sanctions;

•·        the State would take concrete actions for passing over to the professional army service;

•·        Lithuanian special services would prevent any attempts to develop the activity of Lithuanian and foreign organized crime groups in the country, terrorism and other criminal manifestations

•·        the Special Investigation Service and the State Security Department would be regularly accountable to the Seimas and the public on the situation in the fight against corruption, that such reports would be regular, no less than once per quarter discussed at the Seimas.

FOREIGN POLICY

With Lithuania's accession to the European Union, Lithuanian foreign policy is inseparable from the common European Union foreign and security policy and gets naturally instilled into the national home policy.

Lithuania as a members of the European Union, United Nations, NATO and other international organizations shall contribute to the safeguarding of peace and international security, constructive cooperation with all neighbouring countries.

We shall aim that

•·        Lithuania's membership into the European Union would further promote the development of national economy, the professional advancement of Lithuanian people, enrichment of their spiritual world, would open the new opportunities for the development of Lithuanian science and culture;

•·        Lithuania's membership into the NATO would ensure the safe life of Lithuanian people, the external security of the country, would contribute to the development of Lithuania's economy, its science and technologies;

•·        Lithuania would effectively use its membership in all international organizations;

•·        the activity of Lithuanian representatives, elected to the European Parliament, would stimulate the European Union support for the development of Lithuania's economy, energy, science, education and culture, would help Lithuania to approach the progressive European Union countries.

The task of the Government is to expand the good interstate relations in the Central and Northern Europe, the Baltic Sea Region, to actively cooperate with our traditional partners - Poland and the Baltic States.

We shall seek for the new useful bilateral relations with Russia and the Ukraine; we shall submit proposals concerning the cooperation of those states in the European Union and NATO joint projects and programmes.

We shall encourage the cooperation beneficial for Lithuania, as well as the development of democracy in other CIS countries, neighbouring Belarus, the Caucasian and Central Asian countries.

We shall aim that

•·        Lithuanian people who went overseas would have the opportunity to remain the citizens of Lithuania, would feel the concrete concern and care of the State;

•·        émigrés Lithuanians would be able to participate more actively in implementing the projects of importance to Lithuania and would be the reliable propagators of Lithuanian interests.

Lithuania is a member of the NATO and the EU, a free and independent, democratic state, where all the citizens enjoy the equal rights.

Is Lithuania of 2008 actually such?

NO.

In our presence Lithuania was seized by the oligarchic clan - the so-called "statesmen", having occupied places in the power and law enforcement structures, related by close economic relations with oligarchic business, seeking goals which do not have anything in common with Lithuania and its people.

It is time to say to oneself and to all the bitter truth: the system that is prevailing in the Homeland cannot be called a democracy.

This is CHEBROCRACY.

This is CHEBROCRACY with its loudspeaker "Lietuvos rytas".

Having named the situation in our country by this word, we should select: either to keep silent or allow CHEBROCRACY to destroy our country, or to raise our heads, to concentrate and to stop the rave of CHEBRA.

In the name of the nation and Homeland.

In the name of order and justice.

We have made our choice. We say: STOP.
